WASHINGTON, D. C. -- Sen. Elizabeth Warren, Democrat of New York, on Friday told Congress she plans to launch a program to help patients who have high cholesterol and take medication for that condition, which has been linked to a 30 percent increase in heart attacks. The federal government is in a tough position with the drug company Merck & Co.
The U. S. Food and Drug Administration is advising Merck and its subsidiary, Schering, that there will be a study to find out whether it can help patients who have high cholesterol and other medications for heart disease who have been diagnosed with a heart condition such as a heart attack or a stroke. The FDA also is advising the company to stop advertising Merck's cholesterol drug, Crestor, which lowers high blood pressure and treats high cholesterol, and Merck's cholesterol drug Lipitor, which lowers high cholesterol and lowers LDL.
The drug, which Merck developed in collaboration with the Food and Drug Administration to treat patients with high cholesterol, has not been studied in more than 20,000 patients.
The FDA is not recommending Merck's cholesterol drug Crestor, the active ingredient in Lipitor, because of the side effects it is expected to cause in patients with heart problems.
The drug, sold as Lipitor, is the brand name for the medicine Lipitor. It is used to treat high cholesterol and high blood pressure. The FDA has asked Merck to conduct a study to determine whether it can treat patients with a heart condition that affects the heart.
"We're looking into it," said Janet Woodcock, a Merck spokeswoman. "We have not seen any evidence that the risk of heart attack or stroke increases with higher doses of the medicine."
The FDA said Merck has not received any health care benefits for patients taking Lipitor, or any other medicine, for heart disease.

Merck has not responded to a request for comment.In a statement, the company said: "We have no evidence that Crestor can lower the risk of serious cardiovascular events in patients with high cholesterol or other cholesterol-lowering drugs. We continue to work closely with Merck and our doctors to ensure patients have the information they need to make an informed choice about which medicine to use."
The company also said: "We have no evidence that Crestor can reduce the risk of serious cardiovascular events in patients with high cholesterol or other cholesterol-lowering drugs."
Merck said Crestor is now available as a generic drug.-- J. D. Ramirez, M. D., director of the NIH Center for Science and International Peace, said that the NIH does not recommend that any drug company change its marketing and advertising practices.-- Robert F. Kennedy, Jr., director of the National Cancer Institute, said that he believes that the nation's cancer drugs are being manipulated by physicians to treat cancer patients with high cholesterol or other medicines for a heart condition.
"We're committed to working with the FDA to ensure that these drugs are safe, effective, and of good quality to treat patients with high cholesterol or other medications for a heart condition," said Kennedy.
The National Institutes of Health, which conducted the study, said in a statement that it is aware of the study and has not received any health care benefits for patients taking Lipitor.
AstraZeneca has announced the imminent launch of its Crestor trial, which is one of the first and most widely used in patients with severe coronary heart disease.
